Artificial intelligence and the limits of enthusiasm - a guide for Australian leaders

Australia has a complicated relationship with artificial intelligence. Half of all employees now use AI tools regularly at work. And yet, according to the most comprehensive global study of AI trust conducted to date — a University of Melbourne and KPMG survey of more than 48,000 people across 47 countries — only 30% of Australians believe the benefits of AI outweigh the risks. That is the lowest figure of any country surveyed. Australia also ranks last globally on acceptance, excitement, and optimism about AI adoption.

This is not ignorance. It is a rational response to a genuine gap — between what AI systems are being asked to do and the governance, transparency, and accountability frameworks that currently surround them. Seventy-eight percent of Australians are concerned about negative outcomes from AI use. Eighty-three percent say they would be more willing to trust AI systems if stronger assurances were in place. The scepticism is not a barrier to overcome but a signal worth listening to.

At the same time, AI is already reshaping Australian organisations faster than most leaders have had time to think through. The Reserve Bank of Australia's 2025 survey of medium and large firms found that enterprise-wide AI transformation remained the exception, but the momentum is building — and in many organisations, employees are moving faster than the governance frameworks meant to guide them. Half of Australian employees are using AI tools in ways that contravene their own organisation's policies, often without realising it.

This piece is written for leaders navigating that gap — between adoption and accountability, between enthusiasm and honest assessment of what AI actually requires. It is not an argument against AI. It is an argument for engaging with it clearly.

The genuine appeal — and why it matters

Australia's AI scepticism is real and worth taking seriously. So is the technology's genuine promise, and dismissing it would be as intellectually dishonest as uncritical enthusiasm.

AI systems are now capable of tasks that required highly trained professionals and significant time just a couple of years ago. A language model can synthesise a regulatory document and surface the provisions most relevant to a specific situation. Diagnostic AI can identify early-stage cancers with accuracy that matches experienced radiologists in some contexts. Drug discovery timelines that once took a decade are being compressed into years. For Australian organisations specifically, AI offers genuine productivity gains at a moment of sustained economic pressure — reducing the time spent on routine analysis, drafting, and data processing, and freeing attention for the work that still requires judgement and relationship.

The University of Melbourne research reflects this ambivalence honestly: 65% of Australians expect a range of benefits from AI in society, and most employees who use AI at work report real improvements in efficiency, quality, and access to information. The challenge is not that enthusiasm is wrong. It is that enthusiasm without scrutiny tends to accelerate adoption faster than understanding — and in complex systems, that gap has consequences that are difficult to reverse once they have accumulated.

The risks that get underweighted

The risks of AI are sometimes discussed as if they were primarily technical — a matter of accuracy rates or occasional errors. These matter, but themore consequential risks are systemic, social, and institutional. Several deserve to be named directly.

Opacity and accountability gaps. Most advanced AI systems operate as black boxes. They produce outputs without exposing the reasoning that generated them. When an automated system denies a loan application, recommends a medical treatment, or flags a welfare claim for review, the path from input to output is often opaque — to the user, to the deploying organisation, and sometimes to the developers themselves. When something goes wrong, it is frequently unclear who is responsible: the developer, the organisation deploying the system, or the system itself. This accountability gap is not a temporary technical limitation but a structural feature of how these systems currently work.

Bias that compounds existing inequality. AI systems learn from historical data. When that data reflects existing patterns of discrimination — in hiring, lending, healthcare access, or public service delivery — the system reproduces those patterns at scale, with an appearance of objectivity that makes them harder to challenge. In an Australian context, this includes significant risks around First Nations communities and data, where the standard individual-oriented framework for data rights does not adequately capture collective dimensions of privacy and self-determination.

The data inference problem. AI systems do not only use data that people knowingly provide. They derive sensitive inferences — about health status, financial stress, political orientation, or personal circumstances — from data that individuals never intended to disclose in those terms. Employees using consumer AI tools for work are routinely exposing organisational data — client information, strategic documents, personnel records — to third-party systems governed by terms most have not read. The University of Melbourne research found this kind of shadow AI use is already widespread in Australian workplaces. The question organisations must ask is not only what data they are collecting, but what is being inferred, and what those inferences are being used for.

The erosion of human judgement. When consequential decisions are increasingly delegated to automated systems, the human capacity to make those decisions — and to question them — may gradually atrophy. This is a subtler risk than bias or data breaches, and it receives less attention. But the doctor who always defers to the diagnostic AI, the manager who consistently follows the algorithmic recommendation, the leader who relies on the model's output without interrogating its assumptions — all may be degrading something in institutional judgement that is difficult to recover once it has been systematically bypassed.

Concentration of power. The most capable AI systems are being built by a very small number of technology companies, mostly American, with significant Chinese competition. Australian organisations deploying these systems are, in many cases, building operational dependencies on infrastructure they do not control and cannot fully audit. This creates strategic exposure that is distinct from the usual vendor risk conversation — it involves the concentration of AI capability in entities that are accountable primarily to shareholders and to their home governments, not to Australian regulators or communities.

The ethical tensions that frameworks have not yet resolved

Beyond the operational risks, AI raises ethical questions that current governance frameworks have only begun to engage with honestly. These are not technical problems awaiting technical solutions. They are questions about values, power, and what kind of society we are building — and they sit at the heart of what responsible leadership in this moment requires.

Consent — meaningful, not nominal. Much of AI's capability rests on vast quantities of data generated by individuals who had no meaningful awareness their content, behaviour, or creative work would be used in this way. A terms-of-service agreement that most users do not read does not constitute genuine consent. For organisations deploying AI, this raises a prior question that goes beyond legal compliance: would the people whose data underpins these systems recognise and accept the use being made of it? Privacy, in this framing, is not a compliance obligation to be discharged. It is a dimension of the respect owed to the people whose lives the technology touches.

The automation of moral decisions. As AI systems take on more consequential roles — triaging patients, assessing credit risk, informing judicial decisions, flagging welfare claims — they are increasingly performing what are, in effect, moral judgements. They are deciding who gets access to what, whose interests are prioritised, and what counts as acceptable risk. These are not technical determinations but value judgements embedded in code, often without adequate deliberation about whose values they reflect or whether those values should apply in a given context. The Australian government's acknowledgement that automated decisions significantly affecting individuals' rights must be disclosed in privacy policies — coming into effect in December 2026 — is a recognition of this reality, but it is only a beginning.

Labour, dignity, and honest communication. The economic effects of AI on labour markets are likely to be significant and uneven. Certain categories of work are already being substantially automated. The costs of displacement will not fall equally, and the transition will not be frictionless. These are not abstract concerns for future policy as they are already shaping the lives of workers in sectors moving quickly toward automation. ANU polling indicates many Australians expect more job losses than gains from AI. What this requires of leaders is not a particular policy position, but honesty: with employees about what is changing, with boards about the human consequences of automation decisions, and with themselves about the values implicit in those choices.

Who decides what is beneficial? AI development is consistently framed in terms of benefit to humanity. But this framing obscures a prior question: who decides what counts as beneficial, for whom, and at what cost? The governance of transformative technology has historically been a deeply political process, involving negotiation between competing interests. AI is no exception — but the speed of development and the concentration of capability mean that those negotiations are currently happening within a very small number of institutions, largely outside of democratic accountability. As the UN Secretary-General observed in his address to the Security Council, humanity's fate cannot be left to an algorithm. The architecture of human oversight is not keeping pace with the technology it is meant to govern.

Thinking through the longer horizon — without paralysis

There is a dimension of AI risk that was, until recently, treated as the preserve of speculative philosophy. It is increasingly discussed by serious researchers, institutional actors, and — with notable discomfort — by some of the people building the most capable systems. It deserves to be engaged with honestly rather than amplified for effect or dismissed as distraction.

The core concern is the alignment problem: ensuring that increasingly capable AI systems actually pursue the goals we intend, rather than proxies for those goals that produce unintended or harmful outcomes. The Future of Life Institute's 2025 AI Safety Index found that no major AI developer has an adequate strategy in place for preventing catastrophic misuse or loss of control. The best-scoring companies — including the leading frontier model developers — received a grade of D on this measure. Several major players published no safety framework at all.

For Australian leaders, the existential dimension of AI risk is not a problem to solve at an organisational level. But it is a context that shapes how the whole field should be approached. A useful distinction here is between two types of risk. The first is dramatic and decisive — sudden catastrophic failure of advanced systems in ways that are difficult to contain. The second is gradual and accumulative: the slow compounding of privacy erosions, accountability gaps, concentrations of power, and the displacement of human judgement into something that, over time, fundamentally diminishes the conditions for human self-determination. The second category is less dramatic, harder to see coming, and arguably more probable in the near term. It also connects directly to the practical risks this article has already described — suggesting that the boundary between everyday AI ethics and longer-term civilisational concern is less sharp than it is usually assumed to be.

A practical framework for thinking through this without being either dismissive or paralysed involves three questions. First: what do we actually know versus what remains genuinely uncertain? Near-term risks — privacy violations, algorithmic bias, accountability gaps, labour disruption — are well-documented and largely tractable. Longer-term catastrophic risks are real possibilities that serious people take seriously, but their form and probability are genuinely uncertain. Treating them as certain is as misleading as dismissing them entirely. Second: what are the decision stakes under uncertainty? Even where certainty is unavailable, some potential outcomes are severe enough that precautionary action is justified — not because we know they will occur, but because the cost of being wrong is disproportionately high. This is familiar reasoning from risk management in other domains. Third: what is within our sphere of influence? Individual organisations cannot resolve the alignment problem or determine the trajectory of global AI development. But they can decline to deploy systems they do not understand. They can maintain human oversight of consequential decisions. They can advocate for governance frameworks commensurate with the risks. And they can be honest with their stakeholders about what they know and do not know — which is, in the end, a precondition for building the collective capacity to navigate what comes next.

The Australian guardrails — what is already in place

Australia does not have a standalone AI Act equivalent to the European model, and the government has confirmed it will not introduce one in the near term. Instead, the regulatory approach relies on existing laws applied to AI contexts, supported by voluntary frameworks and a newly established AI Safety Institute. Understanding what this landscape actually requires is becoming a core leadership competency.

The Privacy Act and the Office of the Australian Information Commissioner’s (OAIC) AI guidance provide the most immediate and binding obligations for most organisations. The OAIC released comprehensive guidance in late 2024 making clear how the Australian Privacy Principles apply to both the development and deployment of AI systems. This includes requirements to conduct privacy impact assessments before deploying high-risk AI, to update privacy policies and collection notices to reflect AI use transparently, and to establish internal governance procedures for AI-related data handling. The Privacy and Other Legislation Amendment Act 2024 adds a further requirement, coming into effect in December 2026, for organisations to disclose in their privacy policies the types of automated decisions that significantly affect individuals' rights or interests — including the personal information used and the nature of the decision-making. For many organisations, this will require a genuine audit of AI deployments they may not yet have fully mapped.

The Voluntary AI Safety Standard and the updated Guidance for AI Adoption published by the National AI Centre in October 2025 provide the primary voluntary governance framework for Australian organisations. The guidance consolidates ten guardrails into six essential practices — covering risk management, human oversight, transparency, data governance, accountability, and contestability — and provides practical tools including an AI screening tool, policy templates, and an AI register template. These are voluntary, but they represent the government's clearest statement of what responsible AI governance looks like in an Australian context, and they are likely to form the basis of any future mandatory requirements in high-risk settings.

The AI Safety Institute, announced in November 2025 and operational from early 2026, is the government's primary mechanism for monitoring and assessing emerging AI risks. It is intended to coordinate insights across regulators, support international AI safety commitments, and provide guidance on AI risk — though its powers are advisory rather than enforcement-oriented at this stage. Its establishment signals a genuine shift in how seriously the Australian government is treating AI risk, even as it declines to legislate.

Sector-specific obligations also apply across regulated industries. Australian Securities and Investments Commission (ASIC) oversees AI use in financial services, where alignment with responsible lending and market integrity obligations applies. Australian Prudential Regulation Authority (APRA) has begun examining AI in risk management and critical infrastructure. The Therapeutic Goods Administration (TGA) governs AI medical devices. Fair Work obligations apply to algorithmic decision-making in recruitment and HR. Organisations in any of these sectors should not assume that the absence of AI-specific legislation means the absence of regulatory obligation — it does not.

The practical implication: the Australian guardrail framework is less prescriptive than its European counterpart, but it is neither absent nor static. Organisations that treat the Voluntary AI Safety Standard as optional because it is voluntary, or that have not updated their privacy policies and data governance frameworks to reflect AI use, are already behind where the regulatory and community expectations currently sit — and are likely to find the gap more costly to close as requirements tighten.

What responsible engagement actually looks like

Australian organisations that want to engage with AI well — not just fast — have a clearer framework to work within than is often recognised. The following orientations matter most.

Start with a question, not a tool. The most common AI adoption failure is beginning with a technology and searching for applications, rather than beginning with a specific problem and asking whether AI is genuinely the right solution. The question is not how to use AI across the organisation but what specific function is being improved, what success looks like, and what is acceptable in terms of error rate, opacity, and human oversight. These are leadership questions, not technology questions.

Take the trust deficit seriously as a strategic reality. The fact that only 30% of Australians believe the benefits of AI outweigh its risks is not a communications problem. It reflects a genuine accountability gap that organisational behaviour, not marketing, will close. The research shows clearly that 83% of Australians say they would be more willing to trust AI systems when stronger assurances are in place. Those assurances are not abstract — they include transparency about how AI is being used, meaningful human oversight of consequential decisions, and genuine accountability when things go wrong.

Maintain meaningful human oversight of consequential decisions. As AI systems become more capable, the temptation to remove human review from decision loops increases — it is slower and more expensive. Resisting this for decisions that significantly affect people's lives, livelihoods, or dignity is not a technical constraint but a values commitment that should be made explicitly and revisited regularly.

Be honest with your people. The organisations navigating AI most effectively are those that have had honest conversations with their teams — about what is changing, what is uncertain, and what the genuine implications are for roles and work. Half of Australian employees are already using AI tools without clear organisational guidance. The response to that is not prohibition but leadership: clear communication about what is permitted, what the boundaries are, and why. People who understand what is happening and have been treated as adults in the conversation are more capable of adapting thoughtfully than those who are managed around it.

Name what you are not automating, and why. Every AI adoption decision involves an implicit judgement about which human capacities are worth preserving. Making those judgements explicit — as a leadership team, with input from those who will be affected — is both ethically important and practically useful. It forces a conversation about values that tends to surface assumptions that would otherwise remain unexamined, and it builds the kind of internal trust that makes subsequent AI adoption easier rather than contested. Build privacy into how AI is designed and deployed, not into the document that follows. In practical terms, this means conducting privacy impact assessments before deployment rather than after an incident; updating privacy policies and collection notices to reflect AI use transparently; establishing internal governance procedures for which data can be used with which AI tools; and ensuring employees understand the privacy implications of the consumer AI tools many are already using for work. The OAIC's 2024 guidance provides a detailed roadmap. Most Australian organisations have not yet followed it.

Engage with the voluntary framework as if it were mandatory. The Voluntary AI Safety Standard and the AI6 guidance represent the clearest available statement of what responsible AI governance looks like in an Australian context. Treating them as optional because they are not legally binding misses the point. They are the floor from which regulatory obligations will develop, and they are already the reference point for community and stakeholder expectations. Organisations that have implemented the AI register, the risk assessment process, and the human oversight mechanisms outlined in the framework are materially better positioned — not just for compliance, but for the trust conversation that matters more.

Think beyond compliance to contribution. Australian organisations cannot determine the global trajectory of AI development, but they are not passive observers either. Participating in regulatory consultations, engaging with industry bodies on governance standards, and being publicly clear about the ethical standards to which you hold yourself are part of what responsible leadership means in a moment when the institutional architecture for governing AI is still being built. Australia has a real opportunity to demonstrate that innovation and accountability are not in tension — but that requires organisations willing to make it true, not just assert it.

A technology we are living with before we have understood it

The most honest thing that can be said about AI in Australia right now is that we are already deeply inside the transition, with governance frameworks that are catching up rather than leading, a public that is sceptical for legitimate reasons, and organisations moving at varying speeds with varying degrees of awareness of what they are actually doing.

Australia's instinct toward caution on AI is not a weakness to overcome but a resource. A public that demands accountability, transparency, and evidence of genuine benefit before extending trust is well-positioned to shape AI adoption that actually serves the communities it claims to benefit. The question is whether leaders and organisations will meet that instinct with the seriousness it deserves — or treat it as friction to be managed on the way to faster adoption.

The question worth sitting with is not simply what AI can do for your organisation but what kind of organisation — and what kind of society — you are helping to build by the choices you make about how to use it.
